LOS A represents free-flow travel. LOS B has stable operating conditions. LOS C has stable operating conditions. LOS D represents high-density, but stable flow. LOS E represents operating conditions at or near capacity. LOS F is used to define forced or breakdown conditions.
Adding travel lanes to increase LOS on an existing roadway can improve its level of service by allowing traffic to move more freely and efficiently, but in built-out areas of Eureka, there is a cost:
-Wider roads mean more pavement
-Additional lanes could cause the removal of on-street parking, bike lanes, sidewalks, landscaping, or buildings
-Visual character of a street could change
-Construction cost is high
